Enough of the bullshit responses. Anon, all you need is floor scrubbing powder and a regular dish brush. That's it. However, once that brush is used for this purpose, I wouldn't use it for anything else thereafter. That's just me, though. You do what you want. Anyway, here's how:

Wet pan.
Add a little floor scrubbing powder. Idfk where you live, but 'round these parts, we use Comet.
Work it into the stain with the brush until gone.
Rinse.
Repeat unlikely to be needed, but if it is after all, do so.
Wash with regular dish soap and a sponge or second brush.
Rinse.
Enjoy your clean pan.

I learned this trick when I was going to go in to work later one morning so I stuck around at home a bit. I saw my cleaning lady do it on one of my enameled pans. Still looks like new to this day and the set is about 12 years old.

baking soda and vinegar is the ultimate old wive's tale, yes they do neutralize each other, even though generally i see housewives put a small spoonfull of baking soda into the vinegar, which stays acidic, just a little less.
Not that it matters, because the acidity of vinegar can be useful to clean limestone residues from stuff but not much else

you can put it in caustic cleaner, or you can burn it off by heating the pan for ages then it will rinse off easy. It's the same shit that gets built up in ovens, so if you have a self cleaning oven like a rational you can throw it in during a cycle. OR you can just not care about it and cook anyway.

I have that exactly same pan.

Literally just soak it for a week in dish soap. There are probably faster ways. It's stainless steel so you can use wool or pieces of a grill brick. Concentrated degreasing agents are awesome too.
