Because it takes like 3 pounds of beef to make one pound of beef jerky. They're doing all the work of making it for you and shipping it to a convenient location.
If you don't like the price I'd suggest making it yourself in a dehydrator or smoker. It's a simple process and there's a lot of experimenting you can do with flavors as well that can be pretty fun.

It really depends on your market, but top round has been affordable and consistent for me. It's lean, but has a tiny bit of fat. Like the other guy said, freeze it for at least an hour so that it's easier to cut thin consistently.
