add excessive amounts of soy sauce, and as much water as you need to stew the cuff tendons till soft,

add the liquids, and keep the heat on high, stew and evaporate away the excessive liquids till the cuff meat is tender.

Once the beef cuff meat is tender, start to add in the jalapenos, you add about 1/3 each time, then stir fry it till the japapeno gives out its liquid and softens

the idea is to you end up with a pot of jalapenos with various degrees of disintegration. The jalapenos added first will become the body of the stew while the rest will give the stew its body.

You can, if you prefer,, to keep stewing until all the jalapeno turns into a mush. But I prefer some bite.

you want to keep the heat on high, and keep stirring, because the liquid given off by the peppers are not that much and if you leave the pot on the heat it will burn.

once the jalapenos are in a consistency to your liking, right before the stew is done, add all the green onions

after you add the green onions, still keep on stirring, once the stew is once again back to a boil

turn off the heat, keep stirring until the heat from the dutch oven is no longer enough to burn the stew

serve over , of course, rice

the rice should be cooked with slightly less water than desired, so the rice will absorb all the juices
