Definition of sandwich has nothing to do with ingredients. It describes a dish in which fillings are pressed between an impermeable top and bottom layer by which the dish is held.

Ice cream sandwich is sandwich. Hamburger is a sandwich. Hot dog is not, because the layers go 3/4 of the way around, and are often connected. Quesadilla is only a sandwich if it isn't folded, and often isn't considered one because the fillings are not pressed together in a sandwiching fashion, because they'd spill out the sides (in the two-Tortilla model). Double down is a sandwich. Two pieces of pizza places such that their top sides touch is a sandwich.

An open face sandwich is a dish which is traditionally served as a sandwich, but which has one of the outer layers omitted. If it isn't normally served as a sandwich, it cannot become an open face sandwich.

To clarify, I'm not declaring this definition. This is based on how the word is almost always used. Look for examples which contradict this. You won't find many, if any, which aren't founded on an attempt to change the definition of sandwich for some external purpose. Ultimately, the fact that the noun form antedated the adjective form "sandwiched" is irrelevant to the fact that the word only describes dishes that have been "sandwiched", that is, pressed together between outer layers.
