Go to doc, get an antibiotic for about 4 weeks, like monocycline, and while you're on the meds, get a facial, do some glycolic and salicylic acid treatments and great care, maybe seeing a dermatologist. Niacinamide is the new oil reducer. In other words, stop reading crap that milk is the problem. Not all elimination diets are junk, but eliminating milk ensures you stop producing lactose digesting enzymes, and developing a downright intolerance to dairy would suck big time and make food choices a pain. Don't try an elimination diet in this case. See a dermatologist who isn't a nutjob.

Also, shower twice a day, with an antibacterial soap or just basic soap (not shower gel), even basic Safeguard, and hot water. If you are a workout freak, it stands to reason your pores are congested.

Ignore the soy memes. Soy milk is actually good. Decent amount of protein and if you're used to reacting badly in some way to real milk it's a huge relief when you finally switch over and realize you were in the beverage drinking equivalent of an abusive relationship all these years. My bowel problems stopped instantly as soon as switched to soy milk. I use that Silk soy milk brand but I imagine all the major ones are about the same. Just check the ingredients and make sure you're getting decent nutrition out of it.
