That's what I do with my pressure cooker and it comes out absolutely great, I also like to throw vegetables in the oven and then combine them with a side of any grain, brainless and delicious, I'd gladly welcome a thrid method just for the sake of diversifying. Granted if some other steps are required I'd do them but if I can make it work in a more simple manner, I'll do it.

You generally have to cook any meat first, same with pasta unless you want to bake it for longer than 40 minutes. Rice can go in dry and so can vegetables.
