Anything contained between two pieces of bread or contained within a loaf of bread (this is essentially what a hot dog bun is, just a small bread loaf) is a sandwich.

This does not mean it is a good sandwich. All it means is anything between two pieces of bread is a sandwich.

Even though they may share ingredients and can serve the same function, a tortilla is not bread. Waffles are not bread. A pastry is not bread. Only government bureaucracy could ever bring something so trivial into actual debate. This is why our government should be replaced with two slices of bread.
