How do you convert seconds in to microwave time?

Let's say you have 60 seconds that would be 00:60 but if you have 61 seconds that would be 1:01

Who's behind this? I swear it wasn't always like this. I think it's because the newer microwaves are made in China and they're using Chinese seconds.

They count the first digit in a 3 digit number as the minute, the other 2 as seconds. So 190 would be 1 minute 90 seconds, looks like if you only put 2 digits then it's only seconds, 090 (or just 90) would be 90 seconds or 1 minute 30 seconds.
