It's definitely more of a Gen X thing. Millennials are reluctant to give up any childhood traditions and are more trusting of people. Gen X grew up during the halloween scares such as the candyman who poisoned his sons candy for a life insurance policy. Gen X is extremely over-protective and is coddling kids to the point where simple teasing in elementary schools is almost worthy of the death penalty. I mean, it started a few years ago after Hurricane Katrina here in Louisiana because people didn't want their kids walking around dark neighborhoods. Nowadays it's mostly used by church communities or people with small children. It's a good way to have a nice, safe space for the kids to play around, and they usually have other activities.

Not in my schools. We used to have costume contests and activities like bobbing for apples. Teachers would give out candy or tooth brushes or whatever then we'd trick or treat as a class around local businesses, pretty much doubling whatever candy we got that night. We did almost no work. Also it was nice to see girls and what unimaginative Disney princess rags they dressed themselves in. As close to a day off as you can get while still going to school.

This was a public school 2000-2005 though, who knows what goes on now. They probably ban costumes and candy entirely and just devote the day to ascetic studying.
