It is as safe as the cleanliness of your kitchen and the freshness of the meat. Your body will spend more energy digesting the raw meat, but that isn't really a concern in this day and age. It might actually be preferable if you are overweight.

raw meat is super tasty and reasonably safe to eat if you buy it from a reputable seller.
the main problem with raw beef (from a culinary standpoint) is that it's tougher than the inside of a rare steak. That's why you grind it or cut it in very thin slices (carpaccio)

You can't eat raw or undercooked meat in America because instead of cleaning up their act, agribusiness has instead made it illegal to say bad things about agribusiness, hence why every American grew up knowing that you have to burn your food to a crisp and hose down the kitchen with 6% sodium hypocholorite otherwise you'll end up in the emergency room. If you've ever eaten at a place that isn't McDonalds you're familiar with the signs: "warning if you eat meat that isn't charred and disgusting it's your fault if you end up shitting your guts out for the next 2 weeks"

Upton Sinclair tried to fix this and things seemed to be headed in the right direction for a while but lobbying got more sophisticated and "grassroots", so if you say anything about food safety a bunch of bots and shills come out of the woodwork and start flooding the discussion with "BUT VEGANS" shitposts
