It doesn't really matter much for flavor (you can verify this by heating some up without the oil added and noting it tastes exactly the same to any non-autistic tongue).
It's an indicator of quality because it's an extra step they didn't have to take but did anyway. In fact it's because of how *little* that oil matters that this is a good indicator of quality since they took a lot of extra effort just to get the slightest bit of customer experience improvement.
It's analogous to peacock feathers with natural selection. Peacock feathers aren't very useful, and it's in fact *because* of the utility lack that they ended up selected for where having a mostly useless display of colorful feathers became an indicator of superior fitness by way of needing to be better off to afford carrying around an added burden like that just to show off.

Nah, I get decent high end instant noodles from amazon as a matter of fact (laksa la mian, ottogi cheese ramen, and indomie mi goreng mostly-- and yes, I know indomie is relatively common and plebbish, but it's one of the oil having ones and it's definitely not maruchan tier). I'm just not pretending the oil makes anywhere near as much of a flavor difference as you're imagining. I would absolutely not bet large amounts of money on being able to reliably pass a taste test to discriminate between noodles with oil and noodles without oil.
Gun to your mom's head, would you bet on her life you could consistently nail ten taste tests where you have to say whether or not there was an oil sachet added? Assuming here you don't hate your mom, and she isn't already dead, and you can take those ten taste tests one day at a time in isolation so your palate doesn't get screwed up by previous bowls eaten. I think that's bullshit if you're going to say yes.
