If you boil the water the gases will escape also adding the leaves when the water is at 70 means that when the 2-4 mins pass it will be at a good 60° and ready to drink without burning you. And I mean degree Celsius not Farenheit

Water boils @110°C. You are just heating the water to those temps, the difference is that at 90 it will take a little longer to cool down than at 80, it's all about the timing. Also you can pre warm the cups.

>Pour the water into the cups
>It goes down a couple degrees
>Put it back into the kettle
