general rule is if the part you're eating looks normal and smells normal, its safe. in this case, if the peel is the only thing that looks funky, i'd say the actual banana is good

It depends. If it's just a little bit of mold on top where it's separated from the bunch, it's probably okay. If it's anywhere else, I probably wouldn't eat it, because seeing the mold means it's probably deeper within the banana already.
