I have years of experience with stroke rehab and I gave that fat sack of shit some advice about it when he first announced his second stroke.
He is very obviously not incorporating the arm and it won't get better until he does.
Not a surprise that he's too much of a lazy shit for that either; it can take months and sometimes years to see results of incorporating the affected side, and I really never expected someone like him to have that willpower.
