bitch I have been eating raw cookie dough without a second thought my entire life and nothing bad has ever happened to me. I've eaten the leftover cookie dough in from the bowl every time my mom made cookies growing up.
I've also had sukiyaki several times since moving to Japan, which involves dipping cooked food into raw egg. Never gotten sick with that either.

Public health standards are to deal with the second problem, not the first. People are just dumb and bad at numbers, and almost universally decide to be hyper-careful or completely careless (and standards are in turn cranked up ten or twenty degrees to let edgelords think they're getting one over on the FDA as they "undershoot" and cook it to the actual scientifically perfectly-safe temperature.)
That said, for dough there's no real reason not to pasteurize the eggs first and get the best of both worlds. It's how things like cookie dough ice cream are done.

anyone ever make poor cookies? we used to do this growing up. you take cookie dough, and instead of baking them in an oven (we didnt have an oven) you put it in the microwave for ~30 seconds. you can make each cookie to order so every time you want one you have perfectly fresh cookies. and they're amazing and gooey. even now that i have money i still do this sometimes as a comfort food.

You're not guaranteed to get sick from raw flour, but it is actually more dangerous than eggs. It makes sense, flour is ground from raw bulk grain, have you ever handled bulk grain? It's not exactly the cleanest stuff in the world.
