Would a twice-baked marrow bone be a feasible dish? Something like a twice-baked potato, cooking the bones then scooping out the marrow and mixing it with stuff, then packing it back into the bones for further roasting? Also, the filling would probably be starch dense or something, right? You'd need something to soak up all the grease that would be pooling out of it.

Kind of. There is "boneware" used for culinary purposes. But they are usually treated with some kind of sealant or wax. Bones degrade a lot during the washing process because of water infiltration. Like if you toss a bone into the sea, it will quickly fill with cracks and holes and eventually fall apart.

It would probably work out fine overall.
There doesn't seem to be any issues with it that I can think of.
A lot of people eat marrow for that 'primal' feel to it, and modifying the filling to the extent you talk about would ruin that feel for some diners. But the majority would be happy.

What does marrow taste like?

Like fat, with the texture of butter when you bite into it. It'll look a little odd pulling it out of the bone, it naturally clumps together into little nodes but they'll immediately break and spread with just a tiny bit of pressure. It's basically all fat, it's super greasy but pretty decadent. Buy a lemon and squeeze some juice over every bite, the lemony acid cuts through the marrow fat really well. Also, instructions online will tell you to soak the bones overnight. This will not affect the flavor or texture, but it will clean out a lot of blood that will end up as dark spots in the marrow with the same texture and taste. Also, I've noticed that it smells better coming out of the oven this way, otherwise you have that funky cooked bone smell that just kind of hangs around. So really, you just do that for presentation.

Eating that rich marrow is really what sets osso buco apart from just a beef stew. I highly encourage you to make it as it's very easy, yet really rewarding. A great date night homecooked meal sure to get the panties wet. Quite frankly I prefer the cheaper beef shanks over veal because I think both the meat and marrow have a much richer flavor. It's one of my goto winter meals.

you can smoke the marrow, mix it with mashed potatoes and then put it back into the bone for presentation purposes, then broil it for that bit of scorch on the potatoes.

a lot of pre-processing factories will just toss away the bones, so sure you could get the bones cheap
but you also need a good band-saw and good blades to cut bone which will drive the cost up whether you cut them yourself or pay them to.
