Yep, I used to pull them off but all that did was make a mess, offer me less food, get rid of half the sauce/spices/whatever on the shrimp and keep me from eating shrimp for a few seconds. Now I enjoy the crunch.

Protip: Before taking a bite, squeeze at the end of the meaty area right at the base of the fins, as if trying to squeeze the shrimp out of the tail like toothpaste, while biting + pulling the rest of the shrimp out with your mouth/teeth. Gets the whole thing, 95% of the time, one step. Then save the completely-emptied tails for soup later if you're Chinese or something. If you're saying "Well what about the poop chute? It's always unremovable, right there in the tail at the most waste-filled end of the tract!", then you're not the kind of person who isn't satisfied until every bit of shrimp meat is eaten. If you smoke weed, you probably toss a joint when there's still like an inch of weed left.

Not usually but I have in a few Chinese restaurants because they have a lot of flavor and are nice and crunchy. They best thing to do with them is use them or stock or broth, but if in a restaurant it's not like I'm going to ask to bring the tails in a doggie bag.
