Carrots are like $0.50 a pound. Cabbage is super cheap, potatoes are dirt cheap, frozen vegetables are dirt cheap and really not much worse than fresh if you thaw them properly. Smaller peppers like serrano or jalapeno are like a dime a piece if you need some easy flavor. Onions are cheap. Dried beans are some of the cheapest calories you can get. Chicken is more expensive than these but pretty affordable.

The real limiting factor is time required to cook meals since raw ingredients usually equals more prep time but there are recipes for that sort of thing if you bother to look.
