It’s not, for Germany. The system is virtually unheard of in America though, and no stores other than Aldi use it. The norm in America is simply to have sections in of the parking lot reserved as “cart returns” and send an employee out every couple hours to “corall” the carts and bring them back up to the front of the store. Honestly the German system makes a fuckton more sense but Americans expect employees in retail and service industries to do basically everything for them. Not getting their groceries bagged for them is literally a foreign concept. This simply has not been a practice in the US in 20 years. You used to see it in high traffic areas like train stations or museums. When you go to a nightclub where I guess there's drunk people or drug users, sometimes there is a bathroom attendant that doles out toilet paper, or goes into stalls after each guest to clean up. They'll have a bowl out for tips as a courtesy and usually have about 400 bottles of perfume, packs of gum and other crap people might be encouraged to use in order that they feel obligated to give a tip.
In the US, there's some kind of laws with food service and bathrooms. You can't have a restaurant without some kind of access to bathrooms with sinks to wash hands freely. There's never this "it's for employees only" or "customer's only" kind of nonsense because you'd want to clean up and wash before even ordering. It could even be from handicapped laws to make them accessible. who knows?

But, you do see pay restricted stalls all the time in Europe esp in tourist areas mobbed by people with actual bathroom lines. I guess businesses are getting some funds for toilet paper and water bills. They might dole out codes on receipts like other people do with WiFi passwords. In fact, when traveling in some cities, you need to think ahead about where you'll be using the bathroom and absolutely use it everywhere you are a customer, like all meals. I think about buying drinks just to become a customer somewhere. It's the single only reason I usually ever walk into a McDonald's where you know the bathrooms will be american style normalcy with actual normal toilets, stalls, normal sinks, tissue dispensers, and all. I still bring tissues in my bag, just in case.

I used to go into Starbucks in the US, but their bathrooms are homelessness now.

30 + years ago the system in the US midwest was that the shopping carts never left the grocery store.

The carts were in their own room right where you entered the grocery.

Go through and shop

At checkout your bagged groceries were put in a tall shelved rolling rack with a number.

You were given a large plastic tag with this number as your groceries where wheeled away by an employee through some double doors

You'd leave the store with only this tag, go out to your car and bring your car around to the covered loading area at the side of the grocery where you'd give the attendant your number tag, they'd bring out the rack holding your groceries and you could either load your own car, or they could load your groceries into your car for a tip.

This system of grocery'ing went away, and now we have carts down ravines, off the side of the highways, and shopping-cart retrieval employees getting hit by cars in the parking lots.

Amusingly the new Kroger "pick click" system seems a lot like the old system

I honestly feel bad for the kids who have to go out and get buggies from the corals in the parking lot. I had this job when I was 16 and I don't remember it sucking as bad as it looks today.

Mainly due to people who use those faggy little "mini-carts" and leave them in the corals. You only have about 3-4 bags if you're using those things, so why bother wheeling out your groceries? There's one Lidl I frequent where people often take the cart otuside the premises to the bus stop a few hundred meters away, and leave it there. They had to put signs that you may not take the cart outside property area. It still happens.

That area has lots of people with higher than average melanin levels. And drunks. And drug addicts. It's acceptably safe because of high traffic and good visibility, but I would never live in that area.
The only reason I go to that Lidl is convenience, it's halfway between work and home.

If you have access to metal working equipment you can slice down some cheap steel round stock that's the same diameter as a quarter and now you got some "quarters" that only cost a couple cents a piece. Makes shopping easier at Aldi cause all you gotta do is huck the cart over the curb and into the ditch instead of walking all the way back for 25 lousy cents.

Also works good for laundromats with older machines and those kiosk at the mall that sell candy / gum.
