Country A wants resource. Country B wants resource. Country A vs. Country B fighting is too severe for the resource, instead Country A gives permission and secret support to private groups to discretely not play by the rules, to steal and sabotage rival Country B industry, and Country A will look the other way. Country A plays dumb when Country B accuses them of hostilities.

Fish and access through shipping lanes are probably the most volatile and in-demand large scale resources in the world, and the situation is escalating. With the USA having over half the world's naval force in simple tonnage and a practical projection of naval power many many times that, while ironically being the least dependent on global shipping lanes and fishing, withdrawing their navy actually hurts everyone else more than it hurts themselves.
They can protect places like the Gulf and Canadian Maritime provinces and keep things secure locally. In fact, that means countries like the USA only gain by encouraging more conflict at sea, so fielding their own shadow privateers is only a positive. Meanwhile places like Japan has to figure out how to turn a million useless hikkimori into modern day pirates so their high population density island nation isn't starved by the Chinese.
There is only so much fish in the sea.
Just keep watching those fish prices.

Civilian fishing season is only three days per year, and population has dropped, so companies are only allowed to haul in so much and have to pay increased amounts for their licenses and to follow more regulations.
