I don't think it really matteres if the person does or does not allow their cat on the kitchen counter, since as long as they're allowed to be in the kitchen unobserved, the odds are that they're going to jump and walk on it either way, so if you don't like the idea of a cat on a kitchen counter you might as well say that you won't eat their their food as long as they allow their cat in their home/kitchen.

It might reduce the amount of time spent on other high surfaces, but I don't think almost any cat would just stick to a singular one anyway, especially if it's not just the highest place around. It might work if you put it in your kitchen, but then some other questions arise and even then it's doubtful the cat would just avoid the kitchen counter altogether.

Regardless, the issue is posed from a view of person that does not actually live in the house in question, so the question of whether the cat actually does step on the kitchen counter is rather irrelevant as a person that does not live in the house doesn't have enough knowledge to even determine the likelyhood of whether the cat does occupy the place when no one is around and frankly I'm not sure how would you know/guarantee that the cat doesn't do so unless you can monitor the place or restrict it from being accessed unless you're around or something similar.

Depends upon the situation, but they might get slightly burned once and that's it. Sure you'd probably want to avoid it, but I'd have to guess there's little to no chance of the cat getting seriously injured, like I can't even imagine the scenario in which it would happen. Like maybe them jumping into the flame and getting their fur burned off? That really doesn't seem realistic. At most I'd assume they step on a very hot surface, in which case they will just jump away and even if they get burned slightly it shouldn't be anything serious, unless you try to intentionally injure them.

You train cats when they are young and reinforce that if they ever step on the counter their will be hell to pay. Animals need boundaries, you are the master they are the pet. Cats play in the litter box, burying their turds, and they touch them in the process. If you allow them on the counter, you would be the same as letting someone prepare you food who hasn't washed their hands.
