Somewhat true, although not enough to necessarily justify the effort. Mccormick chili blend does not have a higher salt content than you would generally want in a chili spice mix. Mccormick spices are subpar overall, so it's really about the spice proportions in the premade, which has been specifically vetted to taste like good chili, which I would be fine with trusting, if adding a bit more spice via chili powder and cayenne.

Please reevaluate the premade mixes of such things without assuming they're necessarily not ideal.
