This is very common. A two story building in the city has retail on street level, and living space above.
I go to a Chinese place that really has no set hours. Its very small, and they live on the second floor. They might not be "open" but if they answer the phone, they go down and cook. Nothing wrong with that, but sleeping in a dirty kitchen next to a toilet is another thing.
