boil them until they are partway cooked, but not completely cooked.

I like to deep fry them because that's the easiest and makes them the crispiest, but it also uses the most oil. You can just saute them in a little oil and it will still work. In other words it doesn't really matter...saute....shallow fry...deep fry...it will all work.

Boil them till they are partially cooked. About halfway cooked or so. This helps get the outside crispy while having a fluffy inside. Then you can roast them in a baking dish with oil drizzled over them or shallow fry (not submerged)in a pan. Both will get good results. The real key here is to make sure you dry the potatoes well after boiling and draining or you won't get any crispy edges

serve with omelette
garnish with chives/parsley sprinkle of grated cheddar, teaspoon sour cream, tomato sauce/chutney on the side

Ok get some flour you can get a bag at fucking dollar tree
Get some oil too

Take about one large potato or 3 very small potatos. Grate it. Take an equal amount and boil and mash it. Then mix in the raw grated potato and about two raw eggs. It would be very helpful to add milk. Add flour salt and pepper until it all looks like wet cat food. Form spoon balls of it into oil at frying temperature (butter would be better desu) and you have irish potato cakes. You can serve with cinnamon and applesauce or with sour cream or mayonaise
