I don't think I should need to explain this to you but city boundaries were designed a long time ago and most cities expanded beyond those political limits long ago. Some were able to cede some surrounding area but in most cases surrounding areas were formed into separate political units, but that didn't make people living across the street suddenly not part of that "culture" or whatever.
