I'm going to have to say France, Spain, or Italy, because their locations give them access to the foods of the Mediterranean, Iberia, Western Europe, and the Middle East/West Asia thanks to Islamic colonies like the South of Spain and Sicily. China and India of course are good contenders with their highly regional foods, but I think they lack some of the breadth of Spain or Italia
