a couple reasons:

1. Firstly, it's just purely economic. As the old saying goes, "the cobbler's children have no shoes"/"The potter drinks from a broken cup": before modern industrialization and specialization, regions that thrived on exporting a certain product were forced to choose between the profits of selling their product, or using/consuming it themselves. So meat-processing regions (ie, the Midwest) tended not to KEEP the expensive cuts of meat, but held onto the scraps and sold the good meat. Thus, they focused on recipes that utilized this scrap meat in inventive and delicious ways.

2.Cultural. A lot of Midwesterners have familial roots in German culture, due to Germany having some political and economic upheaval in the 1800's, and their emigrating populaces ending up in the newly settled mid-west. Germany has a robust sausage/ground meat culture, which was brought with them to the region.

3. Economics part 2/Edibility. Even as beef production grew and better cuts became available, the Midwest ran into something of an issue: the culture of the area was broadly focused on large families living in close proximity. This created a need for meals that could feed large groups without high costs. A New York Steak on every plate for 8 will cost around $50 even with scrimping and smaller portions. Ground beef is cheaper, especially when mixed with binders and other meats. Further, these large family units would include young children and the elderly, especially at say, weekly family dinners. People who might have trouble consuming steaks, especially tougher cheap cuts. Meatloaf's softer texture made it very useful for meals with multiple generations in play. This creates a positive memory loop: meatloaf is now associated with large family gatherings, which are (for many) positive and warm affairs, so meatloaf becomes associated with those feelings.

"Frosted" Meatloaf, which is simply meatloaf covered in a layer of mashed potatoes, is a common Mid-western dish. It caught on because meatloaf is often served with mashed potatoes as a side, so it's seen as just unifying the experience. Like a chip butty in England.

This is just a playful arrangement of the idea exploiting the joking nature of the 'frosting' name. I'd wager this is probably a birthday dinner for a family/church member who is known to love meatloaf. A play on getting them a "birthday cake"

It IS a savory meat dish shaped like a cake, but it would be served and treated as a standard entree, not as part of the desserts.

To bring a more thorough understanding of what's going on in this argument, we have to discuss some mildly sticky issues.

Namely, that people tend to gravitate to foods that they experienced during their childhood or adolescence, or foods that they can connect with those experiences.

And what makes this difficult between coastal cities and the inland states is, simply put, there's a difference in diversity between the two. This is not to say that one is LESS diverse, from a raw cultural standpoint, but differently diverse. Take Minnesota and Washington state.

Minnesota is roughly 86% White, 3% Hispanic, 3% Black, 3% Asian, 1% Native, 0.1% pacific Islander, and a couple rounding errors and biracial identities for the last few percent. Washington , by contrast, is 72% White, 3% Black, 7% Asian, 11% Hispanic, 1% Native, 0.6% Pacific Islander, and 4.7% biracial.

Thus, when Minnesota goes to diversity, it leans a little more heavily on intra-white diversity: Irish vs German cuisine, and so on. And there are certainly distinctions and differences between those cuisines. But to Washingtonians, who have a broader connection to Hispanic and Asian foods, those nuances seem somewhat lackluster or unimpressive. There are flavors and concepts that the Washingtonian looks to for variety and interest that will not be found (or will be exceedingly rare) in Minnesota.

This cultural divide is emphasized by the truth of interstate travel: most travelers will be traveling to and mentally fixating on the major cities of the other state. This is where the idea that Midwestern food is "boring" arises from: a Washingtonian in Minneapolis will be expecting a different range of cultural offerings, and find the reliance on white cuisines somewhat 'safe'. Meanwhile, the Minnesotan who is stuck downtown Seattle for a day is going to encounter a lot of options they have little reference for, and feel the city is alien and extravagant, abandoning good simple food.

The Washingtonian is wrong because the execution of a dish isn't necessarily connected to the simple idea they hold of it. I recently had a slice of 'Millionaire's Meatloaf' that was very good, as well as different from any meatloaf I had tried before.

The Minnesotan is wrong because they're simply lacking the cultural touchstones to relate to the products they're being offered. They may be unaware, for instance, that an Empanada is essentially just a Mexican Pastie, or that curries are basically just Chili from India.

Thus both sides get biased opinions of the other because they don't have the same mental framework and experiences to connect with the other's innovations and struggles.
