Sounds pretty spot on, chili flake is a good addition. General flavor is basic onion garlic and salt seasoning blend. Not much in the way of herbs.
My mother and almost all mothers in Nebraska make "runza cassrole" which is basically the same thing but instead of wrapped in dough it has crescent roll dough on top of the baking dish, and on bottom sometimes too

Good, I appreciate the confirmation. One last question. It seemed pretty dry from the picture, is there any residual liquid or gravy to the beef mixture? I know too much would fuck up the dough but I was thinking adding some chicken stock to the mix as I was cooking down the cabbage and letting it cook out to intensify flavor until almost all the liquid was gone. I'm not sure if it'd be better to let it evaporate almost all the way, or leave a bit in there and just thicken it a touch.

Usually all the moisture comes from the beef fat and the steaming it does while baking in the bread. Sounds like what you're thinking would work. I typically go for quality cheese, I've got a block of some rare Stichelton blue in my fridge currently for example. But god damn, cheesesteaks are one thing I prefer that cheap ass wiz on. Literally just melted butter. Idk if they're done differently by other people, but when salt potatoes are done by my family, we just drop a stick of butter on top of the potatoes straight out of the pot, and it mixes with the residual salt as it melts. Then you mash 'em up a bit on your plate and scoop the melted butter all over it like a fucking slob. Delicious though
