No, there's not, unless you're living in some farflung shithole. Ground meat might contain bacteria in the center, but not whole cuts.

They are indeed affected, the temperature is just lower in the center than near the edges. For example, look up the temperatures needed to kill the pork parasite which causes trichinosis. Even "medium rare" is hot enough to kill it, assuming it was even present in the first place.
