Depends on what the first glue was. What did you use?

"strongest" glue is meaningless. What matters is using the right glue for the job. I.e. wood glue is a stronger bond than the fibers of wood itself....but is useless for ceramics. And the kind of glue you'd use for ceramics would be worthless for gluing wood.

What glue did you use? And I'll tell you if you can remove it and what you should use instead.

I honestly can't remember. I was handed it by another guy. I want to say epoxy because it was yellowish and I think it had to be blended before applied. I'd have to take a picture of it if that helps but I don't have access to the mug until after a few days from now so a new thread would be needed.

You can't fix ceramics and put them back into full use like that. No matter what glue you do (including china glue), if you expose it to heat and water, it fucks it up, which means you'd have to repair it again. Basically you repair to have it as a sentimental piece that you look at.
