Not quite. Homicide is the killing of other human beings. There are many possible subdivisions of "Homicide". "Murder" implies that the killing was intentional, as opposed to things like Manslaughter, which means the killing was unintentional. Even "murder" has subdivisions depending on whether or not the killing was premeditated. (i.e. "first degree murder").

But you're 100% right that murder involves another human being. No human having been killed = no homicide = no murder.
