I've noticed that a fair amount of water evaporates if I steep hot tea without a cover. Maybe an eight-inch or something. Could that be why some people cover it? Or maybe it's something with oxidation?

You keep the temperature of the water higher.
Temperature activates tea extracts.
There is some actual use to covering your tea since you want to keep the temperature of the water just below 100 degrees celcius at all times.
