No, eating food you have no connection to is not 'cultural appropriation'.
The people who are upset about 'cultural appropriation' are concerned about proprietors who have no authentic ethnic connection to the food shutting out proprietors who do have such a connection.

Cultural appropriation isn't a real thing. Cook what you want. Celebrate another culture in your own way. Obviously you like the food culture of that area enough that you'd try and make a living cooking it, so it's not like you're "deconstructing" it or anything disrespectful.

Well, I'm Estonian and my dad's side of the family is completely Russian (him included), so I grew up eating this kind of food and visited Russian relatives often. I wouldn't consider that weird or offensive at all, on the contrary I adore the food culture and am only joyful when I hear others want to take part in it, too.
That, and you could use being fascinated with your family roots to give you some sympathy, I think it's a great story. And maybe hire some immigrant cooks from those countries if they're interested? I mean obviously if there's none to be found don't force it, but you should advertise needing cooks with knowledge of Eastern European cuisine and see what you get. An ethnic restaurant doesn't necessarily *need* cooks from that country, but it does help bring into the feeling of authenticity.

You should cook whatever the fuck you want, but a good idea is traveling to those places and tasting the cooking at place. You don't have to copy the taste, but it's good just knowing it what you will be compared against.

Eastern Europeans are white and you can't appropriate white people's culture because A) They have none and B) They're the ones in power.

I am of russian origin and study in another country. There's a nice lady obsessed with eastern europe culture that has a little supermarket with all kinds of things I could eat back home. I like her and thank her for opening such a shop even though she isn't eastern european. Do it if you can cook.

It's interesting 'cause I have a lot of friends from other countries and the like who love sharing recipes with me and support me cooking things outside of my culture, and they like when I share my culture's dishes as well. I've never seen someone not Italian get pissed off that someone else cooked or ate a meal from their culture.

Goulash or goulash soup is good choice from Hungary, same goes for borsh from Ukraine. I'd add Polish żurek (rye soup), or even flaki, if you want some weird shit, too (also Ukrainian salo),

For drinks you could pick some from cold af vodka, czech beers, beherovka (czech liquer), dunno, mayby tokaj vine, too.
