I've heard because it's an easy way to tell nobles from commoners and slaves historically. Nobles would be inside all day, thus they would have fair, light skin. Not really. Have you ever heard of developments in socio-political though coming out of the so-called 'Global South'? Much as most of Sub-Saharan Africa never developed the wheel, they also barely developed beyond petty chiefdom, and the same can be said about other such groups like the Abos of Australia. Not so much I think. Tanning is not just body modification - it produces a runner's high. If the purpose of tanning were to obtain a darker complexion alone, then people would tan throughout life (if they tanned at all considering skin darkening products exist). But people generally only tan from their teens to their 20s, the same age range that they're chasing highs with drugs, alcohol, and sex. And they tan in much the same way they do drugs and alcohol too, avoiding guardians and parental supervision while seeking the company of similar age peers or slightly older friends. Anecdotally I've never seen a teetotaler who tanned. I'm convinced that tanning is basically drinking or smoking pot without the legal and social issues those activities entail.
