Italian food has got to be the most overrated cuisine by westerners. People literally gush over cacio e pepe (which is essentially pic related) and their regional pasta dishes when literally every noodle eating country has the same deal. Plus, I'd wager there's more regional variety in ramen that's developed in the last 40 years than their pasta counterparts. If you take away noodles out of Japanese food, you have plenty else, but if you take away pasta out of Italian, it would be an unnoteworthy cuisine. Don't get me wrong, Japanese isn't even in my top 3, but objectively japanese should always beat italian head to head unless you really like cheese and tomato.

My argument is thus: Pasta dishes are one of the things Japan is known for. Without it, it would still be well known and highly rated. Italian food, without pasta, would be the level of Spain, which is rarely acknowledged in any rankings. Since I find Japanese noodle dishes to be better and more diverse than Italian pastas anyways, the ranking falls in favor of Japanese. Italy has the benefit of having no pasta competitors in Europe, so to eurocentrics, it is very unique and noteworthy. Also, please elaborate on what you mean by the cost of fruits and vegetables, I fail to see how expensive ingredients ought to make a cuisine more diverse.
