I think she probably meant oil that has had fish cooked in it, not fish oil. Fish oil is extremely expensive, it would be insane to deep fry in it. On the other hand, lots of fish & chip shops and stuff will cook donuts in the same oil they fry fish in and that totally makes sense for your grammy to do.
