Here in Minnesota, we cover cooked pasta in a rich cheese sauce. We call this dish “Sticky Jim Hotdish”

It's to signify the sequence of preparation. In other words, it's to indicate that the pasta was cooked separately from the cheese sauce as opposed to being cooked in the cheese sauce.

The latter is a different dish entirely. Covering raw pasta with cheese sauce is a "Crunchy Melvin". If you cook that you end up with a "Crunchy Melvin Hotdish" aka "Limp Melvin"
