Factories and wearhouses produce a lot of waste from expired products, defective/broken poducts, and shit that the store sends back when you deliver it. I used to be a delivery driver helper for Coca Cola Bottling. We'd have to pick up a ton of shit from stores that they let expire. We had huge dumpsters that would fill up damn near every week with thousands of dollars of product. So it wouldn't surprise me if a big dough manufacturer had that much.

It could be that a quality check found a metal shaving or a clog in the oil pipeline leading to the mixer resulted in a batch with the wrong recipe. Either of those (or plenty of other equipment failure or fuck ups) would result in the whole batch being thrown out.
