I wagecucked at McD's for a while, and the straws are hollow so they can be used as a mixer. it attaches to a spinny bit and the spoon acts as a disposable mixing tool so its sanitary and shit.
Also at the store I worked at you put the toppings on the bottom and top so the mixing would more or less distribute it.

It bothered the hell outta me, even though we were supposed to mix them with the “blender” thing anyway.

Then I quit because was always put in the drive-thry and getting mexicans who can’t speak english every god damn day and people who drive pass both the order box and the first (my) window and go to the pick up window to try and order and get pissed when we tell them to go back around, demanding to just place their order there.

Long ass time ago I found out it's not actually even supposed to be used as a straw, it's like that because they use the spoon as part of the mixer for the mcflurry. It snaps onto the machine using the holes and the boxy handle adds structure so it doesn't just snap while mixing the ice cream.
