Crust tastes like cardboard if the dough is stretched out and left to dry rather than being used immediately. Most cheap/crappy pizza places stretch dough out ahead of time.

I find the opposite to be true. Chains load up their crust with garlic butter and herbs and Parmesan cheese and shit to make it tasty. A good pizzeria won't leave a half inch plus of uncovered crust though, so it shouldn't ever be a problem, but when they do, it's this big chunk of relatively bland dough.
