Different things for different purposes. You wouldn't substitute ground beef for a steak, along the same lines. Garlic powder doesn't burn, so it can be incorporated into rubs for grilling and barbecue for example. Or a more direct example caramelized onions for raw onions. If you're doing raw garlic, then you gotta do something like wrap the hog in banana leaves and keep it basted, which is also delicious.

Raw garlic is much better bcause it's so much more flexible. You can use it as-is if you want bite. You can cook it to varying degrees to change the taste and make it more mellow or even sweet.

The only benefit garlic powder has is for the lazy.
