You can steal literally whatever and as much of whatever you want from the Metro grocery store in Toronto at Yonge and College. Loss prevention works during the week and goes home at 9pm. The IGI security guard that stands at the front of the store is told to not even speak to shoplifters, he is only there to act as a visual deterrent. The guard will NOT put his hands on you or arrest you.

The loss prevention officer will try to arrest you, but it's you vs them. No one in the building has the authority to assist loss prevention. Also, loss prevention doesn't carry cuffs, so even if they get ahold of you it's a physical exchange where if you break free and outrun them you win.
