At the very worst, it's drywall drilled onto the frame on the interior. Most dorms and apartments tend to have a filled or insulated bit between the drywall. Some don't, which is why sound bleeds through.

I tend to always use insulation, albeit cheaper stuff for the interior than the ones for the exterior walls.
