It's not really going to get waterlogged, I doubt hot dogs absorb any water. But if you keep reusing the water for new batches of hot dogs, you're basically making a hot dog broth that can make them more flavorful.

Back when I was a homeless alcoholic/fentanyl addict but still technically a student with dependent privileges, I would come in as soon as the doors open, wash up in the bathroom, buy a pint of smirnoff from the PX, pour it into a fountain drink, then post up in the food court with some taco bell or anthony's pizza for about 4 to 6 hours a day, usually nodding out and falling after hitting my fentanyl nasal spray, until my shift as a bagger at the commissary next door started, then hang out at the homeless shelter a mile off base.

Surprisingly comfy times. Nobody said a word, and I did this consistently for a solid month and a half. I'm sure the entire base grew to hate me, but fuck if I wasn't earning good tip money. I'm sure Leavenworth has seen as much degeneracy as there is to see as it is.

Now that I've cleaned up a bit, I'm just an alcoholic NEET living with my alcoholic 20 years served army vet pops. Less comfy times.
