I buy a few different handles without the plastic thing, so it's definitely not anything legally required. I actually prefer it, though. It's easier to fill my car flask, and I don't end up over pouring and then waking up to a half full mug of stale vodka I then just have to dump into something else before refilling. Someone made a thread a few days ago claiming they ruined a dish because they grabbed a bottle of bitters instead of soy sauce (because they were about the same size. When I reminded him that his bitters comes with a stopper that only allows a few drops to come out at a time, he claimed that he, "always removes it" - which is complete bullshit. Also, it looks like Bacardi stopped using stoppers in their products just about a year ago.
