Not sure if your church has already gone through this, but if you live in burgerland many places that run soup kitchens have to meet food + safety requirements to run otherwise they get fined if not shut down. (Some areas are more lax, some more strict. Simple things like stoves and freezers may have to meet industrial standards, rather than be common consumer grade appliances - but your church has probably already figured that out.)
Also, there may be local businesses that will get behind your idea and want to support it for tax write outs, so coming up with a vision with clear goals (amount of people you want to feed) and writing out a proposal can help you find some donors (weather financial or food goods). to keep things running after start-up. The kitchen may have to register as a non-profit to do this.

A good first step is to locate and apply to receive support from a local food bank (there are various locators online). Check with grocery stores and restaurants to see if they will donate excess food like produce.
