You can make pepper water with anything brother.

India beat Texas to it a long time ago. Despite recent retardation, mulligatawny in no way has to include meat and has no standardization. It's just hot pepper soup. One of the original ones is tomato pepper stew. Sometimes with meat, usually not cow being India lol.
