It's my understanding that this comic is satirizing the frugality of Asians, possibly referencing the old schoolyard rhyme of
>chink chink chinaman
>sittin' on a fence
>tryin' to make a dollar out of fifteen cents
It appears he was outraged by $1.15 for a loaf of sliced bread, so he saved $0.15 by purchasing an unsliced loaf.
