Sounds like lactose intolerance then.
Mongols and other steppe peoples eat lots of dairy, but do so in forms where the bacteria processes the lactose for them. Yogurt being one method of doing that, since the bacteria in it can manage that.
Works the same for the women of my family, who all have lactose intolerance.

In my country, milk is considered to be very important for children's development (mostly they say because of calcium for bones), and farmers groups have the power to force the government to buy their stuff in bulk at a regular quantity.
When I was a kid, they'd sell these small containers of milk to kids for 50c, when the same amount would cost 1.50 at a store. With the price being lower partially because it's sold by the farmers in bulk, but largely because it's ultimately the government that's paying for it.
