Electric is very efficient in that the heat is concentrated in the electrical heating element which is directly in contact with the bottom of the pot or pan, (particularly a coil-type stove) whereas with a gas stove, the pot/pan is above the flame (otherwise it would go out) and thus X percent of the heat escapes around the sides instead of being directed into the water that needs to be boiled.

open windows on a windy day and make sure you have a draft in your apartment, put all the hotplates on full power and wait until they all glow red, let them glow a 4-5 minutes, turn them all off and let them cool down, make sure to keep the windows open for a while, your problem should be solved
